Unless he just put the robe on to mess with us... And is that the Seal of Rassilon on his chest?

Flashback, maybe? Hologram?
Personally, I always suspected that RTD would resurrect Gallifrey before leaving, giving his successor something new to play with. Although, the other rumor about this story is that it involves--wait for it--putting the Doctor on trial. Whether that rumor is true or not (please don't be true), I dunno. But the spoilery Dalton photo is fun.
BTW, the photo you link to shows Dalton and Tennant. Do you know who the third person to the far right is? (I do.)

Isn't that third guy the Master? I can't really tell; his hair looks too bleached.
That is awesome news! I can't believe we have to wait, what, six months? At least I'll have finished knitting my scarf by then. Maybe.

OMG, Timothy Dalton got so....so....so...OLD. (I'm dating myself, I know, but he was always my favorite Bond).

Thanks for the spoiler Leela. I've been dutifully avoiding all news and possible spoilers about upcoming episodes for months, even swearing my boyfriend (who loves to read spoilers) to silence about anything he might find out and feel compelled to tell me, and you've rendered my efforts pointless with one glaring subject line in my blog feeds. Fie on you!

Apologies for the typo -- Leila, not Leela. But still, fie on you!

K., I'm so, so sorry -- I didn't even consider it a spoiler as, for all we know, the actors may have just been horsing around and/or trying to mess with fans.
I've always been of the opinion that if the Daleks survived the war, the Time Lords must have as well, but that's pure speculation.
Anyway, for what it's worth, I really am sorry.
