I skimmed it over, and I don't get it. An ARC really can't be considered "compensation" because you're not supposed to sell them...
I also work in a library, but this still bothers me. Publishers are not going to want to receive all those ARC's back. It seems unfair that traditional media reviewers don't face the same policies as bloggers.

I agree with BookishlyFab and StephanieD. LibaryThing, which is a wonderful resource, offers readers a chance to review books, that I think this policy would effect. Perhaps anyone who receives and reviews any type of book (professors?) and who blogs will be effected.
