He is not doing it for me. At all:
(Is it just me, btdubs, or does Sam Claflin look a bit like David Tennant? Not that that's a bad thing AT ALL in general, but as Finnick, it doesn't work.)
There's one more picture up at MTV, that suggests to me that the casting might be more about the charisma than the look, so click on through if you're interested.

That get-up isn't doing him any favors. He looks a little pear-shaped. Maybe it's just a meh photo of him.

He looks more like he should have been cast as an elf in The Hobbit than as Finnick.

UGH. That is not how I pictured Finnick at all. Mostly I've been happy with the Hunger Games casting (especially minor characters), but dude is not working.

Oh my gosh! I thought I saw it too, and then I had talked myself out of it ... definitely a David Tennant eye/facial expression thing.
