I think CG looks vaguely creepy because the hat resembles a clown hat. And clowns are creepy. Or maybe it's the excited, expectant look on his face. Hard to say.

I think you're right -- the clown hat is part of the reason it freaks me out. After looking at the picture for a while, I found myself searching for pictures of that horrible clown doll from Poltergeist that terrified me as a kid.
